The American Petroleum Institute has for years pushed a long policy wish list in Washington — sometimes full of so many priorities that the trade group’s president struggled to identify all of the group’s ambitions.

Not anymore.

After a string of recent successes — beginning even before President Donald Trump moved into the White House — API is honing in on just two major policy asks for Congress and the federal government: modernizing the North American Free Trade Agreement and doing away with a program mandating biofuel use.

The industry has notched major wins over the past two years. Congress ended the crude export ban and allowed drilling rigs into the Arctic National Wildlife Refuge and the Trump administration moved to relax Obama-era mandates on methane leaking from oil wells.

The oil industry’s rising fortunes — at least in the nation’s capital — stand in stark contrast to those of coal miners, who have won Trump’s rhetorical backing but have less in terms of policy victories to show for it. On Monday, Trump-appointed regulators at the Federal Energy Regulatory Commission shot down a White House plan to subsidize coal and nuclear plants in the name of keeping power grids dependable.

    Yesterday, Chesapeake Energy 6.8% yesterday as natural gas futures rose to a two month high.

    Chesapeake Energy’s market capitalization fell to $5.5 billion today from $5.7 billion yesterday. It reported a net loss of $4.4 billion on sales of $8.6 billion in 2017.

    Time To Favor Optionality: Most macro data are similar to, or better than, when the merger was announced. As a result, the same returns have been obtainable, with significantly less stress, simply through owning 3M (MMM) or a basket of chemical companies that approximate the Dow-DuPont portfolio. Relative to the chemical sector, performance has been average, leverage appears reasonable but near-term FCF less-than compelling partly due to new capacity ramping. With the merger likely to close in the near-term (90% chance, in our view), we believe Dow-DuPont will have an opportunity to show how scale creates optionality. The overhaul at Celanese (CE) over the past few years shows the way.

    Sohu.com Inc. (SOHU), which sold a stake in its search unit to Tencent Holdings Ltd. (700), advanced 11 percent for the week to $72.06. It retreated 5.9 percent Sept. 20. Tencent, Chinas biggest Internet company by market value, paid $448 million for a 36.5 percent stake in Sohus Sogou unit last week and merge its own search service with Sogou.

    Sohu.com (SOHU) is a Chinese online media, search, gaming, community and mobile service group. This stock closed up 7.5% to $69.61 in Monday’s trading session.

    Monday’s Volume: 4.90 million

    Three-Month Average Volume: 1.01 million

    Volume % Change: 351%

    From a technical perspective, SOHU ripped sharply higher here with heavy upside volume. This move pushed shares of SOHU into breakout territory, since the stock took out some near-term overhead resistance at $67.80. Shares of SOHU are now quickly moving within range of triggering another breakout trade. That trade will hit if SOHU manages to take out Monday’s high of $69.71 to its 52-week high at $70.63 with high volume.

    Traders should now look for long-biased trades in SOHU as long as it’s trending above Monday’s low of $66.95 or above that first breakout level of $67.80 and then once it sustains a move or close above those breakout levels with volume that hits near or above 1.01 million shares. If that breakout hits soon, then SOHU will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $75 to $80.

    Shares in Sohu.com (SOHU) continued their rapid rise, hitting yet another fresh 52-week high during the session, as the company announced the special dividend from Sohou yesterday (press release located here). Sohu.com will receive nearly $161.2 million in the transaction which is part of the overall $400 million deal with Tencent (TCEHY.PK) which was announced not too long ago. These are exciting times in the internet space as we move from computers to mobile devices, but China’s internet landscape looks like the ‘Wild West’ right now and we expect to see further deals as companies jockey for position in their respective niches and consolidation begins as the larger players look to step up growth and gain exposure to new business segments.

    Southwestern Energy (SWN) slid to the bottom of the S&P 500 on Friday, on the heels of its fourth-quarter earnings.

    Southwestern dropped $1, or 12%, to $7.35, while the S&P 500 rose3.53 points, or 0.15%,to 2367.34.

    Southwestern said it earned 8 cents a share, a nickel below the 13 cents analysts were expecting. Revenue slid 0.4% year over year to $684 million, edging past the$683 millionconsensus.

    In addition, Southwestern saidestimated proved natural gas and oil reserves declinedby 15.5%, to approximately5,253 Bcfe at the end of 2016,compared to 6,215 Bcfeat the end of 2015.

    Raymond James’s John Freeman reiterated a Market Perform rating on the stock:

    he 2017 production guidance range of 890-910 Bcfe compares to RJ/Street at 892/893 Bcfe, respectively. Capex guidance of $1.175-1.275 billion was 18% above Street at $1.04 and 13% above RJ $1.08 billion. The production growth implies the company is taking the middle road of their previous growth scenario whereby $1.25 billion/yr of capex thru 2018 translates to an 8-12% CAGR. However, in 2017, the guidance range implies 2-4% growth y/y. Exit-to-exit, SWN is expecting 20% growth vs the Street at 14%.

    Southwestern shares are down more than 32% since the start of the year.

    The oilfield services company said it earned 63 cents a share (a figure that excludes $13 million in net unfavorable items), well ahead of the nickel a share in earnings analysts expected. Revenue fell 47.4% year over year to $974 million, also above the $806 million consensus estimate. Transocean said its contract backlog was $11.3 billion as of its February fleet status report. Raymond Jamess Praveen Narra and J. Marshall Adkins reiterated an Underperform rating on the stock following the report. They praised the companys ongoing cost controls and strong revenue efficiency, which they expect to continue. But still arent ready to recommend the stock amid a difficult macro backdrop. More detail from their note:

    Transocean continued to minimize costs and maximize efficiency amid a challenging offshore environment, reporting 4Q16 adjusted EBITDA of $414 million, higher than our estimate of $363 million and consensus of $394 million. The beat was driven by lower than expected costs of $344 million (adjusting for favorable litigation), which came in ~12% lower than our estimate of $385 million and guidance of guidance of $375-385 million. Total revenue efficiency came in at 100.3%, as it was boosted by bonus incentives and possibly effective results from the new contracting model, particularly in the high-spec jackup market. The beat to our estimates was also driven by higher than anticipated revenues, which came in at $805 million, above our estimate of $788 million, but below the consensus estimate of $812 million. We note, our adjusted revenue excludes $169 million in early termination fees during the quarter.

    The shares are up 6.6% to $14.16 in recent trading, although theyre down 4% year to date.

    Yes, oil stayed above $50 a barrel, but in a note published this morning, Cornerstone Macro’s Carter Worth warned that a “stuck” oil price could be as damaging as a dropping one:

    Then, of course, theres the inconvenient fact that WTI Crude Oil itself is hopelessly stuck in the low $50 a
    barrel range a level at which it was trading in June of last year. Essentially seven months without any forward progress is the bottom line.

    Transocean’s market capitalization fell to $5.4 billion today from $5.8 billion on Friday. It reported net income of $782 million on sales of $7.4 billion in 2015.

    Natural gas had been under pressure all year, especially after this past February was the warmest since 1954. By mid-March, gas had lost a quarter of its value because of an oversupplied market. However, it awoke from that slumber toward the end of March thanks in part to the triumphant return of winter, which pounded parts of the nation with a major late-season snowstorm.     Although oil prices have dominated the headlines following yesterdays OPEC cut, it has also been a fairly supportive week for natural gas producers, with winter NYMEX strip now approaching the US$3.50/mmbtu level, a far cry from last winters experience. La Ni帽a conditions have also been supportive, and we note that next Thursday morning the US Climate Prediction Center will provide its monthly update on the progress of conditions in the El Ni帽o region, which could be a good leading indicator of future weather patterns entering the heart of the winter season from mid-December through early March…

    Temperatures expected to track near normalized levels over next two weeks, which is significantly colder than last winter’s levels. The weather forecast remains fairly constructive for December heating demand, with Heating Degree Days (HDDs) tracking very close to normalized levels through mid-month and particularly cold temperatures expected in the western US.

    Southwestern Energygained 5.9% to $7.81 today, while the S&P 500 rose 0.8% to 2,385.26.

    According to TheFlyOnTheWall.com, Citigroup analyst Robert Morris noted that Southwestern’s stock had dropped 50% since September. He did, however, cut his price target to $10 from $14.

    Southwestern Energy’s market capitalization rose to $3.9 billion billion today from $3.7 billion yesterday. It reported a net loss of $2.6 billion on sales of $2.4 billion in 2016.
