Japanese workers will see a 1% increase in their total earnings next year, the most since 1997, as rising profits and the tightest labor market in decades add upward pressure on pay, a Bloomberg survey shows.

“The labor shortage is definitely getting more serious,” said Shuji Tonouchi, a senior market economist at Mitsubishi UFJ Morgan Stanley Securities Co. who was among 16 respondents to the Dec. 8-13 poll. “On top of the tight labor market, improving corporate earnings will add tailwinds.”

The responses from Tonouchi and others are cause for optimism about pay gains after five years of aggressive monetary and fiscal stimulus. But they cautioned that the increase in total earnings, which includes regular wages, overtime and bonuses, may not translate directly into consumption.

    After opening up 0.6% this morning, Level Three Communications (LVLT) jumped as much as 5.9% on reports that it was considering ways to increase shareholder value (nudge nudge, wink wink, know what I mean?). Citigroup’s Michael Rollins and Neth Wiedemann offer their take:

    Online news source Benzinga recently tweeted that an industry source has told them Level 3 is “reviewing strategic alternatives to maximize holder value, including outright sale or large buyback”. Level 3 shares are up ~4% today after a ~3% move yesterday and shares are up ~10% over the past week. The company has not responded to the news, nor can we substantiate the speculation.

    Level 3 remains our top-pick within our coverage group given its growth, financial flexibility, valuation, and strategic optionality.Level 3 currently trades around ~10x our 2016 OIBDA estimate and ~11x our 2016 discretionary FCF estimate, which we believe is too cheap given its growth profile and deep strategic asset-mix of metro and long-haul fiber.

    We believe that Level 3′s extensive enterprise presence could be attractive for a cable player looking to move up-market and accelerate its investment from thesmall- to medium-sized businesses segment into the enterprise market. The fight to block Obama-era proposed rules that family business owners say will wreak havoc on their legacy plans is heating up again. In response to President Donald Trump’s executive order to reduce tax regulatory burdens, the U.S. Treasury has identified the valuation rules as a significant and ripe for review in an interim report. It’s accepting comments through August 7 on whether the rules should be rescinded or modified. A final report to the President is promised by Sept. 17.

The proposed rules, “Restrictions on Liquidation of an Interest for Estate, Gift and Generation-Skipping Transfer Taxes” under Section 2704, would curb valuation discounts and mean increased estate taxes on the deaths of owners of family businesses.

Proponents say the rules would close a tax loophole for the wealthy. With valuation discounts, you can pass more on to your heirs free of gift tax and estate tax by putting a lower value on what you’re giving away. Estate planners and their clients cried foul when the rules were proposed last August, and in Treasury hearings in December. They say there are legitimate reasons for the use of discounts, and that the proposed rules shouldn’t apply to family operating businesses in any case. (Discounts in the case of family limited partnerships holding securities, by contrast, are arguably more ripe for abuse and regulation.)

July 31, 2017: Markets opened higher Monday as hopes are high for Friday’s employment report and some big earnings due this week. The tech and materials sectors were the day’s laggard while financial and energy stocks traded higher. WTI crude oil for September delivery settled at $50.19 a barrel, up 0.9% for the day and 8.9% for the month. December gold dropped 0.1% on the day to settle at $1,275.30 to close the month up 2.5%. Equities were headed for a mixed close shortly before the bell as the DJIA traded up 0.42% for the day, the S&P 500 traded up 0.09%, and the Nasdaq Composite traded down 0.28%.

The DJIA stock posting the largest daily percentage gain ahead of the close Monday was Chevron Corp. (NYSE: CVX) which traded up 1.36% at $109.59. The stock’s 52-week range is $97.53 to $119.00. Volume was about 15% below the daily average of about 5.4 million shares. The company had no specific news, but after bouncing around a bit, crude oil prices lodged a decent gain for the day and that always helps Chevron.
