    Iteris, Inc. (NASDAQ: ITI) rose 15.73 percent to $7.06. Earlier in the week, Zacks Investment Research had upgraded the company from "Sell" to "Hold".
    Science Applications International Corp (NYSE: SAIC) rose 13.71 percent to $85.77 as the company reported better-than-expected earnings for its third quarter.
    Technical Communications Corporation (NASDAQ: TCCO) rose 12.41 percent to $6.07, after having risen sharply in pre-marketing trading.
    Radius Health, Inc. (NASDAQ: RDUS) rose 12.41 percent to $30.81 after the company provided an update on data from the Phase 1 005 clinical study of elacestrant in patients with estrogen receptor positive breast cancer during the 2017 San Antonio Breast Cancer Symposium.
    ForeScout Technologies, Inc. (NASDAQ: FSCT) rose 12.32 percent to $25.80 after the company reported its third quarter financial results.

The aftermath of the torrential downpour in the Gulf Coast region of Texas from Hurricane Harvey, which brought massive, unprecedented flooding to Corpus Christi and Houston, will impact the area’s refineries, pipelines and storage, but the extent of the damage remains unknown.

The relentless downpour of Harvey, which has been downgraded to a tropical storm, is expected to last through Friday, bringing as much as 50 inches of rain. Ahead of the hurricane, refiners shut down about 900,000 barrels of day of capacity, mostly in the Corpus Christi area. Before the Category 4 hurricane made landfall with 130 miles per hour wind, the four refineries owned by Valero Energy (VLO) and Citgo Petroleum and Flint Hill Resources shut down production on Thursday.

While the Corpus Christi refineries produce 4.4% of the capacity in the U.S., the refineries in Houston, the fourth largest American city, and Texas City together generate 12% of refining capacity, producing a mixture of products ranging from gasoline to jet fuel. The outages at refineries continued to increase on Sunday as there is 2.2 million barrels a day of capacity which is down or being brought down, according to a S&P Global Platts report. Operators which are onshore in the Eagle Ford Shale in south Texas have also shut down hundreds of wells, the report added while offshore production from platforms and rigs was increasing on Sunday.

    Credit rating agency Standard & Poor’s on Friday raised its corporate credit rating on Petroleo Brasileiro S.A. (NYSE: PBR), commonly known as Petrobras, one notch, from B+ to BB-. The rating change does not lift Petrobras out of the non-investment grade category, but it lowers the risk from “highly speculative” to “speculative.”

Despite a week shortened by the Thanksgiving holiday, on Wednesday all of the major indices closed at new highs except the Nasdaq, but it joined the others on Friday’s half session with a fresh closing high. The expected reduction in corporate taxes, reduced regulation and greater infrastructure spending was cited as the primary reasons for the gains.

For the Dow industrials, Friday concluded the third consecutive week of gains. This, according to The Wall Street Journal puts the index on track to close at a 10% annual gain, the Dow’s best annual finish in three years. On Friday the DJIA rose 0.4%, the S&P 500 gained 0.4%, the Nasdaq rose 0.3% and the Russell 2000 gained 0.4%. All closed at record highs. Since the presidential election the DJIA is up 4.5%, reaching a new record for every session since Nov. 14.

However, on Friday oil prices had the biggest daily loss in two months. The decline was attributed to skepticism regarding the ability of the major producers to reach an agreement to cut production. Light, sweet crude (January delivery) fell 4% to $46.06 per barrel. But another energy resource, natural gas, has become a dependable export, with the U.S. shipping more natural gas than it imports for the first time in almost 60 years. The Energy Department says that the U.S. will be the world’s third largest producer of LNG.
